Removes geographic restriction limiting the 30% rent cap to social services districts with populations over five million, making the provision statewide.

Eliminates the requirement that HIV-positive individuals receive services through a district's administrative unit providing HIV/AIDS services to qualify for the rent cap assistance.

Requires local social services districts to assist persons with medically diagnosed HIV infection in securing required documentation, arranging home visits or appropriate interview sites, and providing referrals for services and resources.

Directs the office of temporary and disability assistance, in consultation with the department of health, to create and maintain website information on statewide resources and services for HIV-positive persons, including community-based supports, employment opportunities, and specialized medical professionals.

Takes effect 90 days after becoming law.
