Requires the Department of Corrections to make diligent efforts to obtain birth certificates or certifications of birth and social security cards for inmates with sentences of one year or greater, maintaining them in inmate records until release.

Mandates that correctional facilities initiate the process to correct or amend birth certificates with missing or incomplete information regarding an inmate's first name, with the inmate's consent.

Requires the department to issue a department-issued release photo identification card valid for at least ninety days to all inmates upon release, along with at least forty dollars.

Authorizes community supervision officers to reissue release identification cards for additional periods to ensure individuals maintain uninterrupted state-issued photo identification while awaiting Department of Motor Vehicles identification.

Eliminates fees charged by the Department of Health for birth certificate searches, certifications, and amendments when requested by the Department of Corrections and Community Supervision or local correctional facilities for inmate release purposes.
