Repeals outdated public assistance grant schedules from 2009-2012 and establishes a permanent standard effective October 1, 2012: $158 for one person, $252 for two, $336 for three, $433 for four, $534 for five, and $617 for six, with $85 added per additional household member.

Increases the earned income exclusion for children and relatives from $90 to $200 monthly for public assistance eligibility purposes.

Changes the earned income disregard percentage from 42% to 67% for applicants and recipients, applicable to all households regardless of presence of dependent children.

Removes the requirement that the 67% earned income disregard be adjusted annually in June to reflect changes in federal poverty guidelines.

Repeals subdivision 10 of section 131-a of the social services law entirely.

Takes effect April 1 following enactment.
