Requires electric, gas, and water-works corporations to meet Federal Communications Commission standards for radio frequency emissions, American National Standards Institute specifications for meter accuracy, and commission-established standards for customer health, safety, and data protection before installing advanced metering infrastructure devices.

Grants customers the right to decline two-way smart meter installation at no penalty, fee, or service charge, and allows removal within 365 days of installation at no cost; removal requests after 365 days may incur a commission-determined fee.

Mandates utilities provide written notice at least 90 days before installing two-way smart meters and inform customers of their right to decline installation without penalty.

Prohibits utilities from installing two-way smart meters in multiple dwellings, condominiums, or cooperatives where such meters have not been previously used if more than 30 percent of customers decline installation within 90 days of receiving 180 days' advance notice.

Requires utilities to maintain records of customer responses to smart meter installation notices for at least three years.
