Establishes a Child Support Military Modification (CSMM) program administered by the Commissioner of the Office of Temporary and Disability Assistance in conjunction with the Division of Military and Naval Affairs.

Allows members of New York's National Guard and reserves called to active duty for more than 30 continuous days in support of overseas or continental U.S. military operations to apply for temporary child support modification.

Requires child support enforcement units to seek court modification of child support obligations proportional to the difference between military pay and civilian pay for eligible applicants.

Maintains temporary modified child support orders from the date of activation through the duration of active duty deployment plus 60 days after deactivation, after which original court-ordered support obligations resume.

Requires the Commissioner to establish application forms available on the Office of Temporary and Disability Assistance website and at military mobilization centers, and to promulgate necessary rules and regulations.
