Mandates public hearings on wetland permit applications in large cities between 30 and 60 days after application receipt, unless the activity is minor or no objections are filed.

Requires the applicant to publish notice of hearings in two newspapers having general circulation in the affected area at least 21 days before the hearing.

Extends certified mail notification of hearings to all property owners within 1,000 feet of proposed wetland activities in cities with populations of one million or more, with at least 21 days' notice.

Makes all wetland applications, maps, and related documents available for public inspection at the county clerk's office in large cities.
