• Extends veteran business participation requirements and opportunities across multiple state agencies and authorities including economic development, environmental conservation, and public authorities

• Establishes veteran-focused technical assistance, lending programs, bonding guarantees, and other financial support mechanisms through existing state development programs

• Requires state agencies to set goals and reporting requirements for veteran business enterprise participation in procurement contracts comparable to existing minority and women-owned business mandates
