Creates a temporary New York state commission on sex offender supervision and management to examine programs for inmates required to register as sex offenders upon release from state and local correctional facilities.

Commission shall investigate factors impacting recidivism risk, concentrations of sex offenders in residential areas, parole and probation practices, housing availability, supervision adequacy, and effectiveness of treatment programs.

Commission consists of 13 members appointed by the governor, legislative leaders, and agency heads, with no compensation but reimbursement for actual and necessary expenses.

Commission authorized to conduct studies, surveys, and public hearings, with access to state and local agency data and resources as needed.

Commission must submit findings and legislative recommendations to the governor and legislative leaders within one year of the effective date; act expires one year after enactment with member appointments to be completed within 90 days.
