Prohibits registered sex offenders from accepting paid employment or volunteer assignments that involve substantial contact with children, including positions that allow opportunities to be alone with children or perform for children.

Defines "assignment" to include positions in schools, child-care facilities, recreational roles (coach, scout leader, lifeguard), children-targeted businesses, and foster parent appointments.

Requires all employers, organizations, and government entities to check potential employees and volunteers against the registered sex offenders database for convictions of child sexual abuse before hiring for child-contact positions.

Establishes criminal penalties: class A misdemeanor for first violation and class D felony for subsequent violations, applicable to both sex offenders seeking assignments and employers knowingly providing assignments to sex offenders.

Takes effect on November 1 of the year following enactment.
