Amends Public Authorities Law Section 1005 to require the Power Authority of the State of New York to make low cost hydropower available to hospitals and municipal housing authorities located in Niagara and Orleans counties.

Modifies existing allocation procedures for firm Niagara project hydroelectric power (250 megawatts expansion power and 445 megawatts replacement power) and Saint Lawrence-FDR project power (490 megawatts preservation power).

Removes previous language requiring unallocated Saint Lawrence-FDR power to be allocated for energy cost savings benefits under Economic Development Law Section 183(h) when not reallocated within six months.

Takes effect immediately upon enactment.
