Establishes a solar incentive and financing program administered by the New York State Energy Research and Development Authority to encourage development of qualified solar photovoltaic systems installed after January 1, 2020.

Requires minimum annual statewide expenditures of $150 million for the program from 2020 through 2029, accounting for existing Long Island Power Authority solar programs.

Defines eligible systems as solar photovoltaic generators operating within electric distribution company service territories, excluding systems owned by public authorities that sell electricity and systems owned by electric distribution companies themselves.

Mandates the Public Service Commission to approve program modifications by September 1, 2020, incorporating diverse project sizes, geographic distribution, customer classes, and cost-effectiveness considerations.

Requires annual reports on program achievements and authorizes the commission to utilize competitive procurements, standing-offers, production incentives, or capacity incentives to maximize cost-effectiveness.
