Expands the definition of "sex offender" under Correction Law Section 168-a to include persons found not responsible by reason of mental disease or defect for offenses listed in subdivisions two or three of that section.

Requires courts to impose sex offender registration requirements under Article 6-C of the Correction Law upon discharge or conditional release of defendants with mental illness verdicts involving specified sex offenses.

Applies sex offender registration compliance requirements to all defendants found not guilty by reason of insanity for sex crimes, regardless of whether they are found to have a dangerous mental disorder or are mentally ill.

Takes effect on November 1 following the date the bill becomes law.
