Prohibits the sale of electronic cigarettes, smokeless tobacco products, and hookah tobacco products containing any artificial or natural flavor (other than tobacco or menthol) that characterizes the product, including examples such as strawberry, grape, vanilla, chocolate, cherry, coffee, clove, and cinnamon.

Applies the flavored product prohibition to all components and fluids of electronic cigarettes and tobacco products made for sale in New York State.

Imposes civil penalties of $5,000 to $25,000 for a first violation and $10,000 to $30,000 for a second or subsequent violation within three years by any retail establishment or internet-based business.

Takes effect 180 days after becoming law.
