Requires video recordings to be catalogued and maintained by the Department for at least 6 months, with minimum standards established for device and recording equipment quality.

Directs the Commissioner to issue a report within 6 months of pilot program completion evaluating the effectiveness of body cameras on assaultive behaviors, serious injuries, deaths, and overall physical safety outcomes.
