Office of Addiction Services and Supports shall monitor and develop guidelines for alcohol and substance use disorder treatment programs in Department of Corrections and Community Supervision facilities, based on best practices including harm reduction strategies.

Annual report due by December 1st must include adequacy and effectiveness of treatment programs, total number of incarcerated individuals screened for and diagnosed with substance use disorders, and substances for which treatment is available at each facility.

Report must detail participation in each treatment program by substance type, when treatment began during incarceration, completion rates, reasons for non-completion including disciplinary removals, and outcomes such as placement in special housing units or residential treatment programs.

Department of Corrections and Community Supervision must provide necessary information to complete the report, which shall be sent to the governor, senate president, assembly speaker, and relevant committee chairs.

Changes terminology from "inmates" to "incarcerated individuals" and "substance abuse" to "substance use disorder" throughout the statute.
