Authorizes the Commissioner of Children and Family Services to create and disclose a "deadbeats most wanted list" of individuals owing more than $5,000 in child support arrearages under New York court or administrative orders.

Requires 90 days advance notice by certified mail to individuals before their names are disclosed, with a 60-day cure period to pay the arrearage or enter into a payment agreement.

Exempts individuals from disclosure if they have a written payment agreement with the office or if their arrearage is subject to administrative or judicial review.

Mandates creation and maintenance of one or more public websites listing selected individuals in arrears, including their name, photograph if available, and arrearage amount, with selection criteria based on arrearage amount, likelihood of payment, and other discretionary factors.

Requires the office to provide notice and opportunity to be heard before posting an individual's information on the website, and allows family court clerks to cooperate with counties and municipalities in creating similar webpages for individuals found in contempt of court for arrearages.
