Prohibits issuance of certificates of environmental compatibility and public need for new incineration facilities in the Oswego River/Finger Lakes Watershed.

Applies the prohibition only if at least one landfill or solid waste management facility operates or is located within 50 miles of the proposed incineration facility, and the facility is within 10 miles of a priority waterbody.

Does not apply to incineration facilities already constructed or in operation prior to the effective date of February 1, 2018.

Cites legislative intent to protect the Finger Lakes region from air and ash pollution, traffic impacts, and threats to tourism, agriculture, and wine industries, noting the region currently receives over three million tons of imported trash annually.
