Amends Criminal Procedure Law Section 420.35 to allow courts to waive mandatory surcharges, DNA databank fees, and crime victim assistance fees for defendants under age 21 if the fees would cause unreasonable hardship, adversely impact reintegration into society, or if interests of justice warrant waiver.

Maintains mandatory waiver of surcharges and fees for defendants convicted of prostitution-related offenses (Penal Law Sections 230.00 and 240.37) and for victims of sex trafficking or trafficking in persons.

Requires courts to consider the goal of promoting successful reentry and reintegration when determining whether to waive fees for defendants under 21.

Repeals Penal Law Section 60.35, subdivision 10 and Section 60.02, subdivision 3 relating to surcharge and fee provisions.

Takes effect immediately upon enactment.
