Establishes a crisis intervention team demonstration program in cities with populations of one million or more to assist law enforcement in responding to mental health crises and substance abuse situations.

Creates a position of crisis intervention team training program coordinator within the office of mental health to coordinate training with law enforcement agencies and develop community partnerships with mental health providers.

Establishes a crisis intervention team training fund of up to one million dollars from the state general fund and allows acceptance of federal grants and private contributions to support training and community coordination costs.

Requires the coordinator to submit annual reports to the governor, legislature, and advisory committee detailing participating agencies, trained officers, community implementations, and funding activities.

Creates a 13-member advisory committee including mental health consumers, families, advocates, law enforcement representatives, and state agency officials to review reports and make recommendations; program provisions expire after 5 years unless extended.
