Expands the definition of "veteran" in civil service law to include members of the armed forces who served during any time period (not just wartime) and received specific combat awards: Combat Action Ribbon, Combat Infantryman Badge, Combat Medical Badge, Combat Action Badge, Combat Recognition Ribbon, or Air Force Combat Action Medal.

Maintains existing 10-point bonus for disabled veterans on competitive civil service exams for original appointment and 5-point bonus for promotion.

Creates new category for disabled veterans with combat awards who are certified by the U.S. Veterans Administration or military department as entitled to disability payments, making them eligible for the 10-point and 5-point bonuses.

Requires all veterans claiming benefits to be U.S. citizens or lawfully admitted permanent residents and residents of New York at time of application or retention.

Takes effect immediately upon enactment.
