Creates two new sections of NYC Administrative Code requiring public utility companies to repair or replace damaged residential lateral water pipes (§ 24-316.1) and sewer pipes (§ 24-531) when their infrastructure or activities cause significant damage.

Triggers liability when at least three properties within 750 feet receive three-day repair notices within a six-month period and the Department of Environmental Protection concludes, based on substantial evidence, that the utility company caused significant damage.

Requires public utility companies to cooperate with DEP investigations and comply with all requests related to damage investigations.

Makes public utilities liable for all investigation costs, with payment due within 60 days of DEP issuing its conclusion.

Takes effect immediately upon enactment.
