Requires inmates under age 21 in segregated disciplinary confinement to be offered at least four hours per day of structured out-of-cell programming in addition to exercise.

Mandates that education, mental health, and other programming needs be addressed during segregated confinement, with significant daily opportunities for physical activity.

Prohibits punitive isolation, denial of telephone calls or visits, and restrictive diets as sanctions for inmates under 21 in segregated confinement.

Restricts housing of inmates under 21 in adult special housing units to exceptional circumstances only, requires immediate commissioner review for such placements, and limits such placement to a maximum of 15 days.

Takes effect 180 days after becoming law.
