Amends New York Correction Law by adding Section 510 to require notice of voting rights upon discharge from local correctional facilities.

Chief administrative officer must notify all discharged persons age 18 and over of their right to vote.

Must provide voter registration application forms and written information from the board of elections about voting importance and procedures.

Becomes effective ninety days after enactment into law.
