Amends Vehicle and Traffic Law to permit Class D license holders to operate three-wheeled motor vehicles with steering wheels and non-straddling seating, equipped with safety belts and manufactured to comply with federal motorcycle safety standards (49 C.F.R. part 571).

Permits Class M motorcycle license holders to operate the same three-wheeled motor vehicles meeting the specified safety and design requirements.

Excludes three-wheeled motor vehicles meeting these specifications from being used as representative vehicles for road testing requirements under the licensing examination process.

Takes effect immediately upon enactment.
