Applies the change uniformly across cities, towns, and villages in New York State by modifying the corresponding provisions in each jurisdiction's enabling legislation.

Requires environmental impact statements and local board approval before designating sending or receiving districts, with no change to existing procedural requirements.

Takes effect immediately upon enactment.
