Requires individuals ages 5-35 receiving public assistance to have a high school diploma or high school equivalency diploma, or be actively enrolled and participating in good faith toward obtaining one.

Exempts persons determined by medical, psychiatric, or other appropriate professionals to lack capacity to complete such studies.

Allows local social services districts to exempt individuals when pursuing a diploma is determined impractical or cost-ineffective based on employment background, job training, career credentials, work skills, health, disability, lack of available programs, or other factors.

Authorizes the Commissioner of Temporary and Disability Assistance to promulgate regulations necessary for implementation.

Takes effect 120 days after becoming law.
