Requires the Division of Veterans Affairs to conduct a study in consultation with the Office of Temporary and Disability Assistance, Department of Labor, and Office of Children and Family Services to determine the number of homeless veterans in New York State

Study must include analysis of veterans currently homeless or homeless within five years of release from active duty, with gender breakdown; data on children of homeless veterans and their placement; and military sexual trauma cases experienced by homeless veterans with gender-based analysis

Defines "children of homeless veterans" as unmarried persons under age 18 who are biological or legally adopted children of a veteran

Written report must be delivered to the Governor, Speaker of the Assembly, and Temporary President of the Senate by June 30, 2020, with updates required every two years thereafter

Report shall be made publicly available and posted on the Division of Veterans Affairs website; act takes effect 90 days after enactment
