Requires the Department of Corrections to establish a staffing plan for uniformed and non-uniformed employees at all correctional facilities.

Mandates security posts be staffed at a ratio of 1.8 correction officers per seven-day post and 1.25 correction officers per five-day post, with posts designated as either five-day or seven-day assignments.

Requires the commissioner to submit annual staffing plan reports by December 31st to the chairs of the senate finance, senate crime victims, crime and correction, assembly ways and means, and assembly correction committees.

Reports must include detailed information on staffing levels by facility, post closures, unfilled security positions since 2001, and overtime hours and costs by facility security classification.

Takes effect immediately upon enactment.
