Establishes registration requirements including initial registration within 10 days of release, annual verification by mail, and in-person quarterly verification for violent predators; requires notification to law enforcement within 10 calendar days prior to release and within 48 hours of any address change.

Creates a Board of Examiners of Violent Felony Offenders (five members appointed by the governor) to assess risk of reoffense and recommend one of three notification levels (low, moderate, or high risk) to the sentencing court prior to offender release.

Authorizes the division to maintain a public subdirectory of level 2 and level 3 offenders including address, photograph, employment location, and crime details; makes subdirectory available online with monthly updates and optional email notification by county or zip code.

Establishes penalties including class E felony for first offense failure to register and class D felony for subsequent offenses; creates a public telephone number allowing inquiries about registered offenders based on identifying information.
