Requires level one sex offenders to register for life instead of the previous 20-year registration period.

Allows level one sex offenders who are not designated as sexual predators, sexually violent offenders, or predicate sex offenders to petition for relief from registration after a minimum of 30 years.

Sex offenders seeking relief must prove by clear and convincing evidence that their risk of repeat offense and threat to public safety no longer necessitates registration.

Permits petitions for relief to be filed no more than once every two years, and allows district attorneys to appeal any granted petitions.

Applies immediately to all level one sex offenders currently registered or required to register.
