Prohibits release on parole of inmates convicted of felony violations of Vehicle and Traffic Law Section 1192 (driving while intoxicated) who are serving sentences of at least one year unless the victim or victim's representative has been consulted and given reasonable opportunity to make a victim impact statement.

Requires compliance with victim notification and impact statement procedures outlined in Criminal Procedure Law Section 440.50 before parole release for qualifying DWI felony convicts.

Applies to violations of Section 1192 of the Vehicle and Traffic Law committed on or after the act's effective date.

Takes effect immediately upon enactment.
