Establishes lifetime annual registration requirement for level one risk offenders designated as sexual predators, sexually violent offenders, or predicate sex offenders, or convicted of specified sexual offenses under penal law or federal code.

Creates exceptions for offenders under 21 years old convicted of certain sexual offenses, requiring 20 years of annual registration instead of lifetime registration unless they receive a predator or predicate sex offender designation.

Allows level one and level two risk offenders without predator designations to petition for relief from registration after 30 years of registration if they prove by clear and convincing evidence that registration is no longer necessary.

Authorizes counties to enact local residency restrictions limiting sex offender residence to: 1,000 feet from public, private, and charter schools; one-quarter mile from victims' homes and workplaces; and one-quarter mile from prior residences of deceased victims if family members still reside there.

Takes effect 60 days after enactment and applies to all currently registered sex offenders and those required to register after the effective date.
