Modifies Correction Law Section 703 to alter the department's authority to issue certificates of relief from disabilities, changing from "shall not issue any certificate unless" to "provided that" the department is satisfied with specified conditions.

Amends Correction Law Section 703-b to revise the department's power to issue certificates of good conduct to persons previously convicted of crimes in other jurisdictions, with conditions including demonstration of specific facts and circumstances warranting relief under New York law.

Takes effect immediately upon enactment.
