Defines "homeless sex offender" as a person required to register as a sex offender who does not have a registerable residence, provided they do not maintain a valid postal box for mail delivery.

Establishes "sex offender registration officer" position designated by each county to collect location information on homeless sex offenders, report to the division, provide notifications, and share information with other officers and law enforcement agencies.

Requires homeless sex offenders to report to their county's sex offender registration officer every ten calendar days with updated location information, including where they have been spending nights and any shelter or emergency housing details.

Authorizes the division to include homeless sex offender status and the responsible county's registration officer information on the sex offender registry.

Establishes penalties of class A misdemeanor for first offense and class E felony for subsequent offenses when homeless sex offenders fail to report as required; act takes effect 90 days after enactment.
