Prohibits employers, agencies, and other entities from inquiring about or acting adversely based on sealed criminal convictions under sections 160.55, 160.58, or 160.59 of the Criminal Procedure Law, in connection with licensing, employment, credit, or insurance decisions.

Permits individuals with sealed convictions under these sections to answer "no" to questions about whether they have ever been convicted of a crime or violation.

Exempts licensing activities for guns and firearms, and employment applications for police officers and peace officers from these protections.

Exempts law enforcement agency employment or membership applications from the protections regarding youthful offender adjudications and sealed violation convictions.

Takes effect immediately upon enactment.
