Requires the Department of Corrections commissioner to submit an annual report by March 31st each year (starting March 31, 2020) to legislative leaders and correction committee chairs on inmate mortality investigations.

Annual report must include cause of death, circumstances, inmate demographics (age, gender, race, ethnicity), sentence information, facility details, location of death, disciplinary status, specialized care receipt, and burial information.

Annual report must analyze trends in inmate mortality and compare data to historical statistics.

Requires preliminary reports within seven days of any inmate death from suicide or other causes, including inmate name, death circumstances, investigation status, and whether others involved were injured or referred for prosecution.

Requires final reports upon completion of death investigations to the same legislative recipients.
