Requires the New York Department of Corrections and Community Supervision to develop and implement a pilot program providing inmates with tablet devices containing secure email, educational, and recreational programs.

Pilot program must include no fewer than 30 non-internet based tablet devices designed to improve inmate communication with family, attorneys, community members, and the department.

Tablets must account for unique inmate needs including factors related to health, age, education, religion, vocational training, and other characteristics determined by the department.

Department must issue a report to the governor and legislature one year after the pilot program commences evaluating its impact on facility safety, inmate behavior and performance, and other effectiveness indicators.

Act takes effect one year after becoming law.
