Requires the Department of Corrections commissioner to establish a contraband screening plan at correctional facilities.

Mandates use of leashed, drug-detecting canines at a minimum of twelve facilities per week on a random rotating basis to ensure all facilities are included.

Authorizes screening of visitors, staff, bags, and items entering facilities using electronic searches, metal detectors, pat searches, visual cavity searches, and other legal technologies at the commissioner's discretion.

Requires staff training on current contraband screening procedures.

Mandates the commissioner submit an annual report to the legislature by December 31st detailing the prior year's screening plan results, including canine assignment results, contraband smuggling attempts, and statewide urine test results by facility.
