Removes the word "disciplinary" from the legal definition of "segregated confinement" to clarify that confinement includes both disciplinary and non-disciplinary separate housing units.

Prohibits segregated confinement for juveniles under age 21, persons with mental illness or developmental disabilities, and persons with permanent physical disabilities that substantially limit major life activities.

Requires segregated confinement to be used only as a measure of last resort and for the minimal period necessary to maintain order or discipline.

Mandates the commissioner compile and publish comprehensive disaggregated data on segregated confinement use, including related suicide attempts and self-harm incidents, on a quarterly basis.

Takes effect 180 days after becoming law.
