Public Service Commission shall develop recommendations for establishing microgrids in New York, defined as interconnected loads and distributed energy resources that can operate connected to or independently from the electrical grid.

Commission must consult with the Division of Homeland Security and Emergency Services and recommend whether microgrids should be established at hospitals, first responder headquarters, emergency shelters, schools, water filtration plants, sewage treatment plants, and other critical locations.

Commission shall identify geographic areas where microgrid establishment should be prioritized based on severe storm damage occurring in the two years before the bill's effective date.

Commission shall evaluate funding mechanisms to pay for microgrid establishment.

Commission must submit final recommendations report to the Governor, Senate Temporary President, and Assembly Speaker within one year of the bill's effective date.
