Amends the Agriculture and Markets Law to require the Department of Agriculture and Markets to provide technical assistance to small-scale agricultural producers and processors interested in coordinating to aggregate, process, and transport products.

Technical assistance will be provided in cooperation with Cornell Cooperative Extension, the Department of Economic Development, and other resources to help producers meet demands of food businesses and institutional buyers.

Requires identification and dissemination of information about federal, state, and private grant programs available to support producer and processor coordination efforts.

Assistance provided under this provision may be included as part of existing procurement training programs authorized in the Agriculture and Markets Law.

Takes effect 90 days after becoming law.
