Amends Agriculture and Markets Law Section 124 to require the commissioner of agriculture and markets to identify and develop guidance for therapy dogs, their handlers, and facilities using such dogs.

Guidance must address assessment and training, risk management, animal welfare, and best practices for therapy dogs and dog-handlers, developed in cooperation with other relevant state agencies and stakeholders.

Requires the Department of Agriculture and Markets to make the guidance available on its website and provide it to municipalities that issue special tags for therapy dogs.

Takes effect immediately upon enactment.
