Amends Civil Service Law Section 7 to require the Civil Service Commission president to collect data on the race and ethnicity of all individuals taking civil service examinations issued or approved by the department.

Mandates the president prepare and publish an annual report describing the collected demographic data no later than November 30th of each year, beginning in 2020.

Requires each report to cover data from the preceding completed state fiscal year.

Specifies the report must be delivered to the governor and legislature and made publicly available on the department's website.

Takes effect immediately upon enactment.
