Requires the Department of Corrections and Community Supervision to place incarcerated parents in correctional facilities closest to their minor children's residence whenever practicable.

Placement must be suitable, appropriate, facilitate increased contact between parent and child, be in the child's best interest, and have the incarcerated parent's consent.

Directs the department to develop placement assessment procedures and criteria in consultation with the Office of Children and Family Services, with separate determinations made for each child when a parent has multiple children.

Requires annual reporting to legislative leaders and relevant committees on implementation, including data on number of incarcerated parents, placements provided, facilities used, and reasons for denied placements.

Takes effect one year after becoming law; authorizes necessary rule and regulation changes to implement the act.
