Amends Section 6-164 of the Election Law to clarify that committees requesting an opportunity ballot in primary elections must receive all required legal notices.

Grants opportunity to ballot committees the capacity to bring legal proceedings under election law as if the committee were a candidate named on a petition.

Maintains existing requirements that petitions requesting write-in ballot opportunities must be signed by party members equal in number to those required for candidate designation petitions.

Preserves the 16-day minimum window before the filing deadline for signatures on opportunity to ballot petitions.

Takes effect on December 15 following enactment into law.
