Expands job impact evaluation requirements to include assessment of significant changes in employment status, average wage levels, hours, and duration of employment, not just job numbers.

Redefines "substantial adverse impact on jobs" to include significant net reductions in average wages, hours, or employment duration that would substantially impact incomes or economic security, in addition to the loss of over 100 full-time jobs.

Requires agencies to make available the methodology, data, and data sources used to prepare job impact statements for public review.

Allows the Commissioner of Labor and Commissioner of Economic Development to issue a "statement of concurrence" requiring agencies to perform additional evaluation of proposed rules and provide revised job impact statements acceptable to both commissioners before adoption.

Prevents rule adoption under insufficient information procedures if a statement of concurrence has been issued, until the concurrence requirements are satisfied.
