Establishes a moratorium on new site selection and opening of state facilities in cities with populations of one million or more until the governor completes a comprehensive review of existing and proposed state facilities.

Requires the governor's review to assess oversaturation of communities within a half-mile radius of state facilities and develop a plan to correct any oversaturation.

Sets January 1, 2020 as the deadline for completing the review and plan, with submission to the legislature required by that date.

Defines "state facilities" as group homes and residential facilities under Social Services Law sections 371 and 473-d.

Measures oversaturation by residential bed capacity (not to exceed 50 beds within half-mile radius), traffic impacts, number of persons serviced, and other factors affecting community character and environment.
