Requires all banking institutions in New York to accept consulate-issued identification cards approved by the Department of Financial Services as valid identification for all banking transactions.

Defines "banking institution" to include banks, trust companies, savings banks, savings and loan associations, licensed foreign banks, and credit unions.

Tasks the Department of Financial Services with reviewing the legitimacy of foreign government identification cards issued to nationals living in the state and recommending which should be accepted by banking institutions.

Directs the department to recommend supplementary identification requirements, legislative measures to facilitate banking access for undocumented immigrants, and measures to ensure access for those with Registered Provisional Immigrant (RPI) status applications.

Takes effect immediately upon enactment.
