Requires the Department of Corrections to electronically notify an inmate's next of kin or personal representative immediately prior to transfer from one facility to another

Mandates that inmates be allowed to make at least one personal phone call before transfer, except when exceptional circumstances create an unacceptable risk to safety and security

Requires the department to document in writing when a pre-transfer call is not permitted due to exceptional circumstances

Allows inmates to make at least one personal phone call within twenty-four hours of arriving at their new facility, with a staff member making the call on the inmate's behalf if security prevents the inmate from calling directly

Takes effect thirty days after becoming law
