Amends the Alcoholic Beverage Control Law to require beer brewery licenses to include the certificate of authority number on the license document.

Requires wholesaler's licenses for beer sales to display the certificate of authority number.

Mandates vendor's licenses for beer sales in cities with populations of one million or more to include the certificate of authority number.

Requires retail beer licenses (both on-premises and off-premises consumption) and beer and wine product retail licenses to display the certificate of authority number.

Takes effect immediately upon enactment.
